The remit of the European Governing Board is to oversee and regulate the European Value Management Training and Certification System. The EGB meets twice a year to review the operation of, and discuss issues relating to, the Training and Certification System. The Council meets additionally as and when required.
Agreement on the training and certification system was achieved in November 1997 The System has been set up and is administered by a National Value Association in each of the member countries. The Training and Certification System has replaced any National Training and Certification Systems in Value Management that were in place in member countries. Currently there are two qualifications that can be awarded:-
In order to obtain the PVM it is necessary to participate in two training courses, the Foundation Course (minimum 3-days duration) and Advanced Course (minimum 6-days duration). Individual countries may split the number of days for each course in different ways. In addition, practical experience is required. The TVM is awarded to PVMs who have obtained additional experience and participated in a Train the Trainer Course.
Two additional qualifications are in the process of development. The first is at a lower level to the PVM. It will be a knowledge based, participative qualification. The candidate will have to participate in a Foundation Course and then participate in one, real workshop facilitated by a PVM. A diploma will be awarded by the National Association and will be for life. The second is a qualification for managers within organizations: programme managers, line managers, senior managers and other people who are likely to manage, or be responsible for, a company-wide or division-wide VM programme or set up a VM Framework, but have no wish to facilitate VM studies. The pre-requisite for candidates will be business level management experience, not knowledge of Value Management. Candidates will be required to participate in a two-day seminar based on Learning Objectives relating to the principles and concepts of VM and will have a top-down, not bottom-up, view. It may, where necessary, be preceded or followed by a 1-day Programme Management seminar. A certificate will be awarded at the end of the two-day seminar and a recognition award, based on achievements, after 6 months or 1 year.
